Walking around Cochabamba, Bolivia many in our delegation have been suprised by the amount of passed out dogs on the city streets. At times we had to take a second look just to make sure the dogs were even breathing. We caught up with one of the United States  Environmental Justice  delegates Julien Terrell who told us an interesting story on his experience trying to give a poor pup some water check it out to find out the dogs surprising response.

The fact that dog’s are so surprised when someone offers them water was completely understandable once we saw this picture
